You basically shouldn't block the dungeon' entrance. If it was blocked, an entrance would open in another place.
When it obstructed, it would open again in another place. Blocking it again and it would open in another place...... And it would became an endless circle.
In addition, it was possible to haste the stampede occurrence.
Stampede was a state when monsters overflowing from the dungeon. As result, monsters have devastated most of the countries. It was a dangerous phenomenon.
Barricade made by sandbags and barbed wires, so stampede can't easily trample it even if it happens.

Making a barricade was only working to delay monsters' action to a certain degree.
To deal with it was the purpose of Self-Defense Team.
The Self-Defense Team consisted of police and firefighters.
They also knew as dungeon countermeasure.
Thinning monsters overflowed from the dungeon we're their responsibility.
It was the same with SDF. However, SDF alone is insufficient to handle all over 200 dungeons in Japan.
So polices and fire-fighters were helping by acting as Self-Defense Team.
Four men were setting up sandbags one by one as if they didn't feel the weight.
